Job Title: Hospital Division Operations Manager
Department: Administration
Reports To: Chief Operations Officer Director or Regional Operations Director
Summary: Serves as Operations Manager for Hospital Campus(s)' clinical laboratories. Directly supervises clinical laboratory Chief Technologists, Managers and Supervisors. Responsible for all operational and planning aspects of the clinical laboratories within the hospital or for hospital outreach programs. Serves as liaison and primary resource for customer service, patient care issues and system-level service related problem resolution. Participates in division-level planning to ensure consistent, high quality, cost-effective laboratory services.
Required Minimum Knowledge, Skills, and Abilities (KSAs)
A Bachelors degree in Medical Technology or an equivalent science or healthcare management and an in-depth knowledge of laboratory operations and personnel management acquired through at least five years of progressive clinical laboratory experience as a chief technologist/laboratory manager are required. A Masters degree in business, laboratory science or healthcare management preferred. Certification as a medical technologist (or equivalent) or as a categorical technologist (e.g., C, H, I, BB, M) by a recognized professional organization (e.g., ASCP, AMT, NRCC) is required. Certification as a specialist (e.g., SBB, SH, SM, SI, etc.), a clinical laboratory supervisor or director preferred. Working knowledge of word processing software (e.g. Word) and demonstrated ability to learn and work efficiently with a variety of computer applications/systems as well as the ability to learn and work efficiently with a variety of laboratory computer systems. Oral and written communication needs to be professional, clear and concise. Must be able to work any shift, holiday and/or weekend as needed. Must be able to travel among company sites as needed.   Operations Management
• Implements and supports objectives, decisions and policies.
• Provides direct supervision to clinical laboratories Chief Technologists, Managers and Supervisors and support to other clinical laboratory supervisory personnel as needed. Recommends promotion, transfer, discipline, or discharge as appropriate.
• Serves as a primary department operational/technical resource to staff, clients and Client Support.
• Oversees preparation, administration, monitoring and evaluation of department capital and operating budgets. Reviews monthly operating budget reports, identifies and analyzes causes for exceeding allowable variances, and provides justification and/or corrective action as needed.
• Maintains regular and effective communication between all campuses. Ensures effectiveness as a hospital laboratory. Communicates campus needs to Leadership for future actions. Ensures policies and procedures standardization with policies and procedures.
• Works with the Laboratory Director, Administrative Director, Regional Operations Director and Department of Pathology Medical Director in leading customer service initiatives to best determine client service needs including evaluating new methods, and evaluating/justifying the need for new tests, and communicating the campus' additional service requests/needs to Leadership.
• Serves as the focal point for internal problem resolution and customer service concerns from the Campus' clinical laboratories, regulatory agencies and other selected healthcare providers/agencies. Disseminates needed information, solves problems, coordinates laboratory activities and provides feedback in a timely and effective manner.
• Maintains knowledge of requirements and standards of all licensing and accrediting agencies, incorporating them into the laboratorys operating structure in a manner that ensures high quality services and strict compliance. Works closely with the QA/Regulatory/Safety Manager and HIPAA and Compliance Manager.
Administrative Management
• Provides input in the development and/or establishment of short and long-term goals, objectives and strategies for the campus.
• Working with the Human Resources Director as needed, develops, implements and administers NorDx personnel policies.
• Performs periodic performance evaluations of supervisory subordinates, developing performance goals and providing appropriate and timely follow-up as needed.
• Provides leadership in identifying department training and education needs related to staff orientation, training and continuing education. Works with NorDx Manager of Training and Development as needed to acquire materials and resources and to develop and/or deliver programs.
• Maintains knowledge of MaineHealth policies and procedures that either directly affect or are affected by NorDx laboratory operations. Works with the NorDx Laboratory Director, Regional Operations Director and Administrative Director of Laboratories to develop acceptable NorDx laboratory policies and procedures, ensuring that appropriate information is communicated in a timely manner to laboratory personnel. Provides assistance or advice as needed, keeping NorDx leadership apprised and adjusting laboratory operations as appropriate.
General
• Follows required safety, biological and chemical handling procedures to include wearing required personal protective equipment.
• Follows all required procedures, departmental and organizational policies.
• Satisfactorily performs in accordance with established performance standards.
• Provides mentoring and training of new or existing employees as needed.
