If you are looking for an exciting and challenging opportunity, join the team of Franciscan Tacoma Rehabilitation Hospital. This brand new hospital is currently under construction and will serve patients recovering from strokes, brain and spinal-cord injuries, amputations, complex orthopedic injuries, and other conditions. The 60-bed hospital is a joint venture partnership between Franciscan CHI and Kindred Healthcare in Tacoma, WA.   Job Summary:   Responsible for overseeing all human resources issues including staffing, staff relations, orientation and development, compensation and benefits. Directs the Human Resources Department, is a resource person for the department. Develops and recommends human resources practices and procedures that assist in the growth of the facility. This position ensures compliance with federal, state, and local laws and regulations.   Responsibilities:   Demonstrates thorough knowledge of the facility's history, mission, services and organizational structure.   Demonstrates the ability to handle multiple assignments, balance priorities, makes decisions quickly.   Screens all applicants to ensure they meet Hospital hiring guidelines.   Develops and evaluates recruiting resources and strategies including but not limited to, recruitment ads, attend job fairs and network with regional employment agencies and schools to recruit highly qualified candidates to fill open positions.   Analyzes relevant market factors, including compensation packages, shift differential and sign on bonuses.   Works with CEO and leadership team to determine salaries, compensation issues and other human resources policies and procedures.   Assists in orienting and training all new employees. Responsible for creating and maintaining employee personnel and medical files.   Collaborates with hospital leaders in developing, implementing, reviewing, revising and monitoring hospital wide education activities.   Reports all workers compensation cases to insurance carrier and OSHA. Responsible for managing all aspects of workers compensation for the hospital and work proactively with corporate HR and carrier to manage claims.   Responsible for employee evaluations. Assists managers in completing and presenting these evaluations to employees.   Responds to all request for information from unemployment office and all other government agencies. Attends unemployment, workers compensation and EEO hearings when required.   Responsible for all employee relations. Works directly with Managers with all employee issues. Is responsible to ensure that Hospital policies and procedures are adhered to and are consistently applied.   Responsible for employee benefits including presenting all benefits to employees at hire and during open enrollment. Answers all employee questions and will report benefits issues and problems to the appropriate party including corporate HR.   Acts as a liaison between Kindred and the rehabilitation hospital for all Human Resource issues, consults Kindred Human Resources prior to employee termination.   Develops and maintains a list of job descriptions for the facility.   Supervise lobby receptionist staff   Other duties as assigned.    Qualifications:   Professional Requirements:   Adheres to dress code, appearance is neat and clean.  Maintains regulatory requirements, including all state, federal and Joint Commission regulations.  Maintains and ensures patient confidentiality at all times.  Reports to work on time and as scheduled.  Wears identification while on duty.  Attends departmental in-services and completes annual competencies/education requirements.  Works at maintaining a good rapport and a cooperative working relationship with physicians, departments and staff.  Represents the organization in a positive and professional manner.  Complies with policies and procedures regarding department operations, fire, safety, infection control and emergency management.  Complies with all organizational policies regarding ethical business practices.  Communicates the mission, ethics and goals of the hospital, as well as the focus statement of the department.  Available for minimal travel   Experience/Skills:   Bachelor of Science Degree in Human Resources or other related degree.   Position requires a high level of proficiency in HR policies and practices normally acquired through  five to seven years of progressively responsible work experience.   Working knowledge of all state and federal laws related to the Human Resources Field.   PHR or SPHR preferred.   Healthcare-related human resources experience preferred  Physical and Safety Requirements:     Good general health and stress coping ability. No special physical demands are required to perform the work. Normal walking, standing, sitting, bending, carrying of light items such as books and papers and computer related work. Ability to clearly and effectively communicate with all constituents (patients, families, peers, and other healthcare team members) as needed for leadership, assessment, intervention, and professional development.   Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the position without compromising patient care.
