Standard Qualifications:   St. David's South Austin Medical Center is part of St. David's HealthCare, one of the largest health systems in Texas, which was recognized with a Malcolm Baldrige National Quality Award in 2014. St. David's South Austin Medical Center is an acute care facility with 316 beds, offering a range of complex specialties and sub-specialties, including a nationally accredited oncology program with the area's only adult bone marrow transplant program; a trauma program that includes all of the capabilities and programmatic elements of a Level II trauma center to treat the most severely injured and critical patients; a comprehensive cardiac program; full-service maternity and newborn care with Level I and II nurseries; and two full-service emergency centers in the communities of Bee Cave and Bastrop.     POSITION DESCRIPTION  The Director of Quality Outcomes Management (DQM) is responsible for the management and oversight of the staff and functions within the following areas: Quality Outcomes Management. The scope of services provided by the QM Department includes: Medical Staff and Organizational Performance Improvement, Medical Staff Peer Review, Infection Control, Outcomes Analysis, and Core Measures. The Director of Quality also oversees development and process related to policy and procedure, forms and orders, and organization-wide regulatory compliance.   PRINCIPAL RESPONSIBILITIES  Provides strategic direction and leadership for hospital-wide performance improvement activities.  · Develops and implements the hospital Performance Plan  · Oversees, supports and monitors hospital performance improvement activities  · Supports performance improvement committees by setting agendas, facilitating input, and responding to and prioritizing quality issues and concerns.  · Initiates and facilitates process improvement redesign in response to changing needs of systems, medical staff and patient population  · Promotes communication between the quality department and other system entities, departments, and staff through participation in appropriate forums and committees  · Oversees physician performance improvement and peer review activities  Oversees coordination of performance improvement data gathering, and reporting.  · Collaborates with other departments and staff to evaluate the effectiveness of performance improvement projects.  · Assures maintenance of valid database and spreadsheet management.  · Identifies interprets, presents and provides data analysis including but not limited to: outcomes, variance, customer satisfaction and practice patterns.  Monitors accreditation, regulatory standards, and related laws and communicates changes to the organization (i.e., TJC, CMS, TDH, etc.).  · Develops audit tools, collects and analyzes data to assist in meeting compliance  · Performs tracers, mock surveys, and related activities to assist in meeting compliance  · Leads and/or assists with program certification processes as defined by the goals of the facility.  · Facilitates any sentinel event investigations and root cause analyses and/or FMEAs.  · Facilitates reporting as required by law, regulation, and/or corporate standards.  Manages the day to day operations of the Quality Management.  · Provides employee schedules and approves payroll.  · Maintains communication of department and area initiatives through regular staff meetings.  Functions as a department representative at facility and system meetings.  · Facilitates facility and system meetings as appropriate.  · Interprets and presents data relevant to committee responsibilities.  Effective Leadership  · Integrates department's services with the hospital's primary functions.  · Coordinates and integrates services within own department and with other departments.  · Develops and implements policies and procedures that guide and support the provision of services.  · Recommends a sufficient number of qualified and competent persons to provide care.  · Determines the qualifications and competency of department personnel who provide patient care services and who are not licensed independent practitioners.  · Continuously assesses and improves the performance and outcomes.  · Provides for orientation, in-service, training, and continuing education of all persons in the department.  Demonstrate understanding of HCA's and "Patients First" safety initiative by strict compliance to all safety protocols and procedures.
